The Netherlands will postpone its flavor ban for six months,according to the Dutch vape trade association Esigbond. The decision to delay implementation of the law, which had been scheduled to take effect July 1, was made by the Dutch cabinet (Council of Ministers).The flavor ban, approved last May by the cabinet, will only allow sales of tobacco-flavored vaping products. To enforce the restrictions, the National Institute for Public Health and the Environment (RIVM) created a list of approved flavorings, which Esigbond says was based on the list produced by Health Canada for its planned flavor ban. Esigbond says the list included two flavorings—isophorone and pyridine—known to be carcinogenic.

Taxes on specific products—usually called excise taxes—are applied for various reasons: to raise money for the taxing authority, to change the behavior of those being taxed, and to offset environmental, medical, and infrastructure costs created by the use of products. On June 30, almost a year after Panama’s National Assembly passed legislation banning vape product sales, Panamanian President Laurentino Cortizo gave his assent to the bill. Italy is adjusting its e-liquid tax for the fourth time in four years, and this time the changes will favor vaping consumers. The new rates will take effect April 1, following final passage by the Senate in late February. The country has reduced the taxes on e-liquids to levels set in 2021 by repealing the scheduled increase that took effect in January 2022. The tax rate on e-liquids containing nicotine will decrease from €0.175 (U.S. equivalent: $0.19) per milliliter to €0.13, and the zero-nicotine e-liquid tax will fall from €0.13/mL to €0.08.
