The excitement of last week’s news that Malaysia intends to legalize nicotine vaping has been dampened by details of the finance ministry’s plan. The government is proposing a tax rate so high it would have significant unintended consequences.

Philip Morris International (PMI) announced that its new corporate headquarters will be located in the heart of Stamford, Connecticut, and will open in summer 2022. The European Commission plans to impose a minimum excise tax on vaping products for all European Union member states. The new tax would be part of the revised Tobacco Excise Directive (TED), which could also include a doubling of the minimum tax on cigarettes and the first tax on heated tobacco products.

When San Francisco voters overwhelmingly approved a ballot measure banning the sale of flavored tobacco products in 2018, public health advocates celebrated. After all, tobacco use poses a significant threat to public health and health equity, and flavors are particularly attractive to youth. But according to a new study from the Yale School of Public Health (YSPH), that law may have had the opposite effect. Analyses found that, after the ban’s implementation, high school students’ odds of smoking conventional cigarettes doubled in San Francisco’s school district relative to trends in districts without the ban, even when adjusting for individual demographics and other tobacco policies.

The Macau Legislative Assembly today approved the first draft of a bill that will, if passed, ban sales of all vaping products in the wealthy Chinese semi-autonomous region. The proposed law would prohibit manufacture, distribution, sale, import, export, and transport in and out of Macau.The Macau Executive Council announced in January that it planned to propose a sales ban this year. On May 27, the government presented its draft bill, which includes proposed fines of 4,000 Macanese pataca (MOP) (about $500 U.S.) for individual offenders, and fines from 20,000-200,000 MOP ($2,500-25,000) for businesses.The draft bill does not (yet) prohibit personal use or possession, but the ban on import and transport from China would make acquiring products impossible without breaking the law.
