There are growing concerns that the popularity of new and emerging Nicotine Replacement Therapies (NRTs) is leading to recreational use by people who do not smoke, and, in particular, youth under 18 years of age. Today, the Honourable Mark Holland, Minister of Health, is announcing that Health Canada is introducing new measures for NRTs through a Ministerial Order to reduce the appeal of, access to, and use of these products by young people for recreational purposes, ensuring access is restricted to adults who use these products to help them quit smoking.

Three major British grocery chains have removed some Elf Bar disposable vapes from their shelves after the manufacturer admitted that products containing illegal features were distributed to some retailers. Sainsbury’s, Tesco and Morrisons stores have removed watermelon-flavored Elf Bar 600 devices from their stores, and Morrisons has removed all flavors of the 600 series, according to ITV News. The Macau Legislative Assembly today approved the first draft of a bill that will, if passed, ban sales of all vaping products in the wealthy Chinese semi-autonomous region. The proposed law would prohibit manufacture, distribution, sale, import, export, and transport in and out of Macau. The Macau Executive Council announced in January that it planned to propose a sales ban this year. On May 27, the government presented its draft bill, which includes proposed fines of 4,000 Macanese pataca (MOP) (about $500 U.S.) for individual offenders, and fines from 20,000-200,000 MOP ($2,500-25,000) for businesses.

A European Commission public consultation on the legislative framework for tobacco products is underway and will accept responses until May 16. The consultation—the second part of a process that began in 2022—launched in late February.
