Hong Kong residents who vape or use heated tobacco products (HTPs) will face a grim reality since this May. That’s when a ban on sales and importation of vapes takes effect, and the vape market will instantly shift from legal to illegal.Hong Kong retailers report that sales of vape products have surged in recent weeks, as desperate vapers try to stockpile products. Italy is adjusting its e-liquid tax for the fourth time in four years, and this time the changes will favor vaping consumers. The new rates will take effect April 1, following final passage by the Senate in late February. The country has reduced the taxes on e-liquids to levels set in 2021 by repealing the scheduled increase that took effect in January 2022. The tax rate on e-liquids containing nicotine will decrease from €0.175 (U.S. equivalent: $0.19) per milliliter to €0.13, and the zero-nicotine e-liquid tax will fall from €0.13/mL to €0.08.

On March 25th, 2022, the Northwest Territories announced that it’s ban on the sale of flavoured vaping products will take effect. This ban was intended to better protect the public and youth from vaping as “a significant health hazard… causing acute lung injury”, despite overwhelming evidence that these events were linked to illegal THC products purchased from the illicit market, not legal nicotine vape products.

The European Commission plans to impose a minimum excise tax on vaping products for all European Union member states. The new tax would be part of the revised Tobacco Excise Directive (TED), which could also include a doubling of the minimum tax on cigarettes and the first tax on heated tobacco products.

The Netherlands will postpone its flavor ban for six months,according to the Dutch vape trade association Esigbond. The decision to delay implementation of the law, which had been scheduled to take effect July 1, was made by the Dutch cabinet (Council of Ministers).The flavor ban, approved last May by the cabinet, will only allow sales of tobacco-flavored vaping products. To enforce the restrictions, the National Institute for Public Health and the Environment (RIVM) created a list of approved flavorings, which Esigbond says was based on the list produced by Health Canada for its planned flavor ban. Esigbond says the list included two flavorings—isophorone and pyridine—known to be carcinogenic.
