Italy is adjusting its e-liquid tax for the fourth time in four years, and this time the changes will favor vaping consumers. The new rates will take effect April 1, following final passage by the Senate in late February.​The country has reduced the taxes on e-liquids to levels set in 2021 by repealing the scheduled increase that took effect in January 2022. The tax rate on e-liquids containing nicotine will decrease from €0.175 (U.S. equivalent: $0.19) per milliliter to €0.13, and the zero-nicotine e-liquid tax will fall from €0.13/mL to €0.08.There is constant uncertainty over vape tax rates in Italy, with the Parliament changing them seemingly at random in almost every new annual budget. The Swedish government has formally proposed a ban on non-tobacco vape flavors, including menthol. The United Kingdom will offer free vapes to one million smokers in England—the first time such a plan has been tried nationally. The quit-smoking scheme was announced today in a speech by British Health Minister Neil O’Brien.People who want to quit smoking will be given free vape starter kits, along with behavioral support. Such “swap to stop” programs have been proven effective in local trials. The national campaign will begin in what O’Brien called “deprived neighbourhoods,” and will focus on “settings such as job centres, homeless centres, and social housing providers.” The plan also includes financial incentives for pregnant women who quit smoking.

A European Commission public consultation on the legislative framework for tobacco products is underway and will accept responses until May 16. The consultation—the second part of a process that began in 2022—launched in late February. While the consultation seeks comments on all tobacco products, it is clearly aimed at introducing harsher regulation for e-cigarettes and other low-risk nicotine products. Comments solicited will be used to shape changes to the Tobacco Products Directive (TPD) and possibly the Tobacco Advertising Directive. The consultation itself was deliberately written to elicit anti-vaping responses, according to sources quoted in a Vejpkollen story. But it is the only tool European vapers and other nicotine product users have available to prevent the adoption of prohibitionist vaping laws.

On June 30, almost a year after Panama’s National Assembly passed legislation banning vape product sales, Panamanian President Laurentino Cortizo gave his assent to the bill. The new law prohibits sales and importation of all vaping and heated tobacco products, with or without nicotine. The law does not criminalize use, but bans vaping in any place where smoking is not allowed. The new law also prohibits internet purchases, and gives customs officials authority to inspect, detain and seize shipments. Resellers are allowed to import banned products meant for export to third countries, according to La Prensa.
